Projects for IPARD II funds<br \/>A quality business plan - a business plan is necessary when starting any new business or expanding and improving existing business activities, as well as when submitting loan applications or seeking funds offered by non-banking financial institutions (domestic and foreign funds, European Union funds, etc.)<\/p><\/div><\/div><\/div><\/div><div id=\"sppb-addon-wrapper-1551960586474\" class=\"sppb-addon-wrapper\"><div id=\"sppb-addon-1551960586474\" class=\"clearfix\"><div class=\"sppb-addon sppb-addon-text-block\"><div class=\"sppb-addon-content\"><h2><strong>IPARD II Grants<\/strong><\/h2><p>The information provided in the text below is for informational purposes only and is subject to change at the time of publication of the Public Call for all program measures.<br \/>GRANTS IPARD II is a European Union program that represents the Instrument for Pre-Accession Assistance in the field of rural development - achieving European standards and increasing competitiveness. The program has been approved by both the EU and the Republic of Serbia.<br \/>The donation program is implemented through the Ministry of Agriculture - Agricultural Payments Administration.<br \/>Donation calls are announced once a year. The total budget is 229,970,558 EUR.<\/p><p>IPARD Fund Programs<\/p><ol><li>IPARD MEASURE 1: Investments in physical assets of agricultural holdings \u2013 purchase of tractors (IPARD tractors)<br \/>The total budget is 101,386,667 EUR.<br \/>Investments relate to 4 sectors:<br \/>\u2013 Milk production<br \/>\u2013 Meat production<br \/>\u2013 Fruit and vegetable production<br \/>-Other crops<br \/>IPARD incentives are determined as a percentage of the value of eligible investment costs, reduced by the amount of value added tax, as follows:<br \/>1) 60% of the total eligible costs, or<br \/>2) 65% of the total eligible costs \u2013 if the beneficiary is a person referred to in Article 3, paragraph 1, items 1) and 2) of this Regulation who is under 40 years of age on the date of the decision to approve the project;<br \/>3) 70% of total eligible costs \u2013 if the investment location is in mountainous areas in accordance with a special regulation determining areas with difficult working conditions in agriculture.<br \/>The value of eligible overhead costs cannot exceed 12% of the value of eligible costs of the investment in question.<br \/>The beneficiary receives IPARD incentives, regardless of the total value of the investment, within the following limits:<br \/>1) for the fruit sector, vegetable sector and other crops sector in the amount of 5,000 to 700,000 euros;<br \/>2) for the milk sector and the meat sector in the amount of 5,000 to 1,000,000 euros.<\/li><\/ol><\/div><\/div><\/div><\/div><div id=\"sppb-addon-wrapper-1551960586481\" class=\"sppb-addon-wrapper\"><div id=\"sppb-addon-1551960586481\" class=\"clearfix\"><div class=\"sppb-addon sppb-addon-text-block\"><div class=\"sppb-addon-content\"><h2><strong>Ineligible IPARD costs:<\/strong><\/h2><p>1) taxes, including VAT;<br \/>2) customs duties, import and other duties;<br \/>3) purchase, lease or lease of land and existing facilities, regardless of whether the lease will result in a change of ownership;<br \/>4) fines, financial penalties and court costs;<br \/>5) operating expenses;<br \/>6) used machinery and equipment;<br \/>7) banking costs, guarantee costs and similar costs;<br \/>8) conversion costs, costs and losses in terms of exchange rate differences in relation to the IPARD dedicated account, as well as other purely financial costs;<br \/>9) contributions in kind;<br \/>10) maintenance, depreciation or lease costs;<br \/>11) acquisition of an investment object through leasing, compensation, assignment and cession or acquisition in another manner that represents the extinguishment of an obligation through debt offsetting;<br \/>12) purchase of investment items by cash payment.<br \/>The beneficiary can receive up to 1,500,000 million euros of public support under the IPARD program.<\/p><ol start=\"2\"><li>IPARD MEASURE 3: Investments in physical assets related to the processing and sale of agricultural and fishery products. Total budget is EUR 82,946,667<br \/>Investments relate to 3 sectors:<br \/>\u2022 Milk and dairy products,<br \/>\u2022 Meat and meat products,<br \/>\u2022 Fruit and vegetable sector<br \/>Amount of donations from the value of total investments:<br \/>\u2022 50% of total eligible costs, or<br \/>\u2022 Investments related to waste storage, the maximum aid intensity may be higher by 10% (maximum 60%)<br \/>Minimum and maximum refund amounts<br \/>Milk processing (min. \u20ac20,000; max. \u20ac2,000,000);<br \/>Meat processing (min. \u20ac20,000; max. \u20ac1,000,000);<br \/>Fruit and vegetable processing (min. \u20ac20,000; max. \u20ac1,000,000).<\/li><\/ol><p>IPARD Measure 7. Diversification of agricultural holdings and business development.<br \/>Investments refer to investments in the construction and\/or reconstruction and\/or equipping of a facility for providing tourist and hospitality services.<br \/>IPARD Fund \u2013 IPARD Measure 7 is determined as a percentage of the value of eligible investment costs, reduced by the amount of value added tax, up to 65% of the value of total eligible investment costs.<br \/>Minimum and maximum amounts of total eligible investments:<br \/>\u2022 The minimum refund amount is 5,000 euros;<br \/>\u2022 The maximum amount of refund is 300,000 euros;<\/p><p>IPARD Measure 9. Technical assistance. IPARD Measure 9 will support technical assistance and costs incurred in implementing the IPARD programme.<\/p><\/div><\/div><\/div><\/div><div id=\"sppb-addon-wrapper-1551960586463\" class=\"sppb-addon-wrapper\"><div id=\"sppb-addon-1551960586463\" class=\"clearfix\"><div class=\"sppb-addon sppb-addon-text-block\"><div class=\"sppb-addon-content\"><h2><strong>Projects for IPA II and IPARD II EU funds<\/strong>\u00a0<\/h2><p>The intensification of the European integration process with the start of negotiations for membership in the European Union in January 2014 has brought great challenges in terms of reforms that need to be implemented in all areas of the public sector, economy and society. At the same time, 2014 is the first year of the new seven-year financial perspective of the European Union, during which Serbia will be able to use funds from the Instrument for Pre-Accession Assistance - IPA and IPARD.<\/p><p>The areas under IPA II and IPARD II are:<br \/>\u2022 Reforms as part of preparations for EU membership and institution and capacity building;<br \/>\u2022 Socio-economic and regional development;<br \/>\u2022 Employment, social policies, education, promotion of gender equality and human resources development;<br \/>\u2022 Agriculture and rural development<br \/>\u2022 Regional and territorial cooperation<\/p><p>MFC will carry out all necessary preparations for your company to develop a business plan or projects for EU funds (determining the content, financial analysis and, if necessary, the technological and organizational aspects of the business plan).<\/p><p>MFC provides financial advice to clients in order to obtain a loan for investment:<br \/>1. loans from commercial banks in the country<br \/>2. loans from banks abroad<br \/>3. obtaining a loan from the Development Fund<br \/>4. obtaining funds from international financial institutions (EIB, EBRD)<\/p><p>MFC has significant experience in writing business plans and projects for EU funds (IPARD, IPA).
